I'd still be inclined to use 225 rear tyres if possible. Those OZ Racing wheels give you more options for tyre sizes, give you a slightly wider track front & rear and are scads lighter than the OEM clunker wheels. I'd stick w/ the OZs for sure.

You can easily run spacers to fix that problem, this will push out the wheel more towards the fender and clear your spring perch. Your first order of business is figuring out what your offset is. While it's true 17x8" is harder to find, it's worth it because the car's worth it.
17x7 ET35 and 17x8 ET35 with 215/40 and 235(245)/40 will be a problem free fit and will fill up the wheel wells much better than your current setup - it's closer to flush in the rear, less so in the front.

You definitely need more meat all around. I'd stick your rears on the front and slide into some 235/40 or 245/40 for the rear (if it's an 8" width wheel).

17x9.5" will need ET42+ for optimum fit. ET35 will rub the fender for sure on a stock setup unless you use slope shouldered tires like 235/40 Dunlops or something of that sort.

I'm afraid I wouldn't be much help in the $$$ dept. as I'm in Canada. For what it's worth, they cost CDN$180.00 for the 17x7 and a bit over CDN$200.00 for the 17x8.
One more thing, they're heavy as sin.

Given your criteria you could always get new OEM '93+ shocks and springs. The shocks are Bilstein and they're way underrated. That combo will lower the car more than your '92 and stiffen the ride a bit but it'll still be comfy-womfy for a daily.

Italian VOXX MGRs are the exact same blueprint as the Kahn RSR which is also known as the MAS President in North America. They came in 17x7 and 17x8 ET40 in the Voxx and 17x10 in the MAS.
