Why not drill a line of holes on the hidden edge to allow air ventilation

You wanted a solution to getting air to the heater, so yeah , that is the answer

I've done this with my scuttle panel this way , the holes drilled in the front edge work just fine and my heater works just as it should

The answer is YES it does require air flow for the heaters.
