Will a turbo sump fit my non turbo 1991 mr2??

There physically the same size and shape, so yes... the turbo one won't have a level sensor hole but odds are neither will your n/a.

Will a tubby sump fit above the exhaust on the n/a?

There's also a turbo oil drain into the sump on a tubby (at least there is on my rev1). You might need to block that somehow unless it's used for something else on an N/A.
