[Mk2] [NA] Sometimes problem starting

Tried looking through the various postings of starting problems on this site and others on the internet but I can't find one like this -

Turn ign key and just the oil pressure and PS (power steering?) warning light comes on and the engine turns over but will not start. Also the power steering pump seems to continually run.

After numerous times turning the ignition on and off I will then get the battery and engine management warning lights up as well. When that happens, the car will always start. Once started all the light go out as they should.

This afternoon I nearly drained the battery. Turning it on and off approx 20+ times I finally had the battery and engine management lights up and the car started. I think next time I will not be so lucky. Can anyone help?

Car let me down today with the fault I previously described. I had to leave it in work and get a lift home. Anybody seen this fault before?
