[Mk2] [Turbo] AC not working, help troubleshooting please

As above, I have the compressor not kicking in when I switch on the ac button. System is filled with gas. Its a 1991 model

Is there a methodical way to troubleshoot? Can I use the diagnosis of the engine to find a fault?
