Crap.
High load areas you tune for power, low load for economy so you can very much tune for both, low load run lean as far as 16:1 even and loads of ignition, nail throttle it reads a totally different part of the map.
My MX5 had a lot of work by Lyndon& Ryan done for power, a bit for motorway cruise by Ryan, I've spent time doing all the other load sites at different revs I now run a car that pulls like a train and returns 35+ mpg

Surely standard ECU's aren't setup that badly, although I know they have to take into account lower RON fuels.
