funnily enough i was sorting this problem out for someone the other day but ran out of time as i was at work.

first off check you have 12v at the conector plugs to the horns, not across the 2 pins just between the live pin and the chassis.

if so then its likely theres a fault with the horn contacts on the steering wheel or a poor earth betwen the horns and the chassis.

remove the screw from behind the steering wheel cover and lift it off carefully disconnecting the wire attached ones again use your multimeter to see if you have 12v between this terminal and the chassis.

if not take the steering wheel off and theres a contact ring and pin you will most likely have 12v at the pin so give them a clean up and your horn should work ok.

if like the car im yet to find or hear of the cause for the fault it still doesnt work then check there is 12v between the terminal the wheel cover attaches too and the inside of the steering wheel as when the horn is pressed it earth through the wheel itself.

beyond that ive not checked wether the steering colum is used as an earth or its earthed through the switch gear some where but it will be one or the other at fault.

this is all assuming you have checked the fuses? any other faults are likely to be in the wiring loom some where.
