mine is about 20 on idle but varies when travelling, i really havent got a clue what it should be at 
The way I look at it is if it's got some pressure but it doesn't go off the top of the guage then it should be ok, sorry i can't help more

Official toyota manual states at least 4.3 PSI at tickover - PHEW !!!!! 20 is OK then!!!!
And 36- 71 PSi at 3000 rpm or above !

36 - 71 sounds about what mine is when running. although i think ive seen it rise slightly above now and then.
