What is this thing below? I stumbled across it today and realized I hadn't reattached it after the engine change.....
Is there any possibility that this could be what was preventing my battery charging?( I know this is unlikely )

That is what toyota calls a noise filter. It's supposed to reduce disturbances in the electrical system.
