[Mk2] [NA] Hand break problems:-(

I have all new hand break cables fitted. My problem is that when the
break is applied only one side (off side) works. It seems that the
other side has more resistance!

The arm on the break itself appears fine. I have manually pulled it on by hand.
Is this a common problem with the mr2?
What can I do to sort this?
