Gear ratio's in the RS were for 60 > acceleration and i'm pretty sure it wasn't optional. You must just be thick then because ur still quoting the 400bhp evo and not 280bhp variants. However, tune a V to 400bhp and it would p1$$ all over the FQ.

I would have accelerated to 65, indicated, and went past him. However only if i wasn't in the MR2, if i was in the 2 at an indicated 60 i am already doing 60 so wouldn't push it. In most cars 60 indicated is around 56. Of course i would only have done this in a car where i knew how far out the speed...
