Is toyota the only place that has the equipment to properly diagnose problems or is there any other places ?

do it yourself by linking out te1 and e1 with a paper clip, then turn the ignition on and the engine check light will flash up codes with a squence

like on off on off on delay on off on off on off on =34 etc, it will keep cycling them from the second you turn the key, so if theres a code it will be repeated over and over.

its in the bgb if you have a copy

already done that mate but the engine check light just keeps on flashing on and off constantly untill ignition is turned off again

In answer to your original question NO. I had a problem with the lambda/O2 sensor on my GLTD which didn't show up when I tried the self diagnosis but showed up straight away when I took the car to a local injection specialist. Generally if the check light just flashes continually then there are no codes stored, which should of course mean no faults.
Do you have a specific problem with your car or were you just doing a general check?
