possible flaw with feedback system

I bought an exhaust and BOV a while back from rebecca, since sending the money and recieving numerous excuses i have lost £75.

However it looks like it is only possible for her to finalise the deal, so if somebody does this again (it looks like she has left the forum now) it is not possible for the ripped off buyer to leave feedback

or am i just missing something?
