Quick question.. oil in the intake on mk2 rev1

I was about to do valve seal replacement on MR2 until i pulled the air filter pipe. i noticed there is pool of oil sitting in throttle body, since mr2 mk2 rev1 > rev 2 dont have PCV, just a direct pipe from head to throttle body.

Should there be much oil in it? there is about 2 mm deep pool of oil.

i may need do valve stem seal as im getting a blue smoke at start up and overrun, acrid smell while its running. i may put in PCV or catch can.
