They are sleeves that fit in the centre of the wheel to make wheel snug on the axle.

Decent alloy wheel companies carry lots of different sizes of spigots so that wheels can fit different cars, with different centre sizes.

So you can drive down there on the wheel nuts alone and they can remove one wheel and match a spigot design.
