the ps3 doesnt have ps2 hardware of any sort, its an emotion chip emulating the software same as the 360 its all software based emulation.

Which is why the (newer) PS3s cannot emulate the PS2.

Homebrew? Just write for the PC, and there's a wealth of information on the win32 libraries.

The early US & Jap PS3 had a dedicated chip for PS2 emulation, European PS3 emulated PS2 purely through software.
Later PS3 removed this ability completely - among reasons cited was PlayTV, the PS2 software emulation was CPU intensive and could potentially cause PlayTV choppiness when background recording at the same time. PS2 emulation was dropped, but the consoles are still capable if Sony wish to re-enable it in a new firmware (or via the hack it seems)
