Yes mate you are correct.
The fans are controlled in part by the air con ECU and should the ECU see anything not quite right (in your case a missing rad sensor) then it'll engage safety mode which puts both fans on full blast all the time.

The Rev 3 onwards Tubbys have multi layer steel head gaskets so I'd torque to the values quoted for Rev 3.
I used ARP (stud and nut) head bolts when i did mine so the torque (65lbft) will not apply to standard stretch bolts.

Daft as it sounds but dental floss works fine, wrap around and use a sawing motion. No marking of paint, job done. Sorry to say this guys but mine was exactly like what your experiencing.
Replaced all the little things, thermostat / Rad cap etc. Ultimately it turned out to be the head gasket.

Little bumps, the big stuff aint a problem.
Worse is a continus mildly uneven surface, its more like a hollow rumble then.
