Yeah, I'd say it's the fuel tank. I asked about a sloshing sound in my mk2 when coming to a gentle halt that only happened sometimes - someone suggested it's the fuel tank when it's nearly empty - which explained why I only heard it sometimes. Of course you can't hear it in the mk2 when accelerating...

I remember reading in an owners manual (can't remember which one off the top of my head) that said for brakes use Dot 3 or Dot 4, and for the clutch use Dot 3.

But I can't really see why you can't use Dot 4 or 5.1.
