New Key and fob for 1998 SW20

Hi all,

I have had the master key stolen but can get ( for an arm and a leg) a new key and fob from Toyota.
Do I need the car to sync, the alarm fob - small problem as the car is in Spain and the SW20 shape was never imported.
Anyone know if I really need a dealer to sync the two.
