I have been having an idling issue with my rev2 turbo where it starts at 800 cold and climbs to 1200 warm.

I checked a few things:
TPS resistances
ISC resistances
Checked the AC valve was working correctly with a 12v supply
Cleaned the throttle body

Finally i turned on the ignition and checked between the B/Y wire of the ISC

Anyone have any idea where the break could be/how to go round fixing this or have any ideas what else could be potentially causing this? Any help would be appreciated.
