People that speed up when you goto overtake them

On single carriageway roads if someone is clearly going faster than me and they arent overtaking. I'll use a hand signal to wave them ahead, works every time.

Worse was the idiot in the camaro z28 with florida numberplates slammed to the ground driving around 2mph over speedbumps at 5am in the morning. Although this has happened twice with exactly the same car, I think hes just getting out early so nobody gets held up by his incredibly low camaro.
