Just use the 'Img' button when you reply or put the URL to the pic in between [img] tags.

either im really stupid or your respomse doesnt make much sense! if i got a pic on c drive saved in my pics, how to i put it up here! :?

The pic needs to be hosted on a website first. (like in the files section on the old site).

They don't seem to have implemented the "attach file" feature for some reason (limited bandwidth, server space etc?) so as the others have said you'll need to find somewhere to upload the picture and then link to it as I mentioned.
