when I install my brand new turbo... i should put oil into which hole the dump or the inlet or both?

no harm in doing both.
but given they sit south, it will just drip out once you try and install.
bit some in, spin the blades just to spread it around.
turbo rebuild compnay probabaly has assembly lube in there anyways, least there should be to stop and metal on metal rubbing.
i would also prime it before starting (pull efi fuse and coil wire), just to get oil around the system before it runs. this will give the engine/turbo oil pressure before starting

We recommend removing all the spark plugs, EFI fuse and spin the engine until you have oil pressure. If you do not have oil pressure, do not start the car. Putting oil in the turbo before fitting is a good idea.
