[Mk2] [Turbo] Rev 2 Potential B/Y Wire Issue

Hi all,

I have been having an idling issue with my rev2 turbo where it starts at 800 cold and climbs to 1200 warm. Interestingly turning on the AC lowers it to 1100.

I checked a few things:
TPS resistances
ISC resistances
Checked the AC valve was working correctly with a 12v supply
Cleaned the throttle body

Finally i turned on the ignition and checked between the B/Y wire of the ISC (B+) and ground but saw 0V and did the same between the B/Y wire of the AC valve and ground with the engine running and the AC on full whack and saw 0V as well.

Anyone have any idea where the break could be/how to go round fixing this or have any ideas what else could be potentially causing this? Any help would be appreciated. Thanks
